Can't say I've paid too much attention to the signs myself but I believe the signalman needs to tell the user to pull the pins. The pins are marked FOR MANUAL USE, painted red, and chained on. Pulling the pins though is the easist way of freeing the gates, would you want to wait a couple of hours for the S&T to attend to cross the line? Again I can only speak for my area but POGO faults are always reported. If the user decides to disconnect the POGO then I suppose it will remain that way till a Level Crossing Manager/MOM/S&T attend for inspections/maintenance. Providing the MSLs/EBiGate/Phones still work then its just a UWC with gates.
