Equally, why the distant below 58?

Because, I suspect, they were worked in the way of IB signals - except of course full IB arrangements at the "homes" cannot be applied as there are points in the route. But I suspect that is the reason - the junction was originally worked by another box.

I haven't found a scale map for the right date that shows the position of the signals, so I'll reserve judgement as to whether the homes were positioned to allow free acceptance. There's a lot of detail on that drawing that is ambiguous.
