I have been told - without quoting source - that the new signal headways are greater than before, so less capacity.

There is no doubt about that, because some sections have been reduced from four to three aspects.

Modern Railways suggests that the midweek period wasn't supposed to use p.3 but neither the data in RTT or the signalling maps reflected that.

Technical headway may have increased, we haven't altered any planning headways.

That incident occurred immediately after commissioning, and has no connection with any ongoing capacity issues.
