Italian single line signalling

Arising from the Italian train crash, I wondered what the system is on single lines not covered by ERTMS? Train order is implied by the BBC article, but you would have expected some form of signal interlocking.

From my reading of the reports, it would appear (and I stress the word "appear") that simple telephone block is in use.

According to reports in the technical press, finance and authority for resignalling by Alst[h]om with a solid state interlocking (I forget which version) and track doubling had been in place for a number if years, but it just hadn't happened, Meanwhile, it is indeed simple telephone block.
